Timothy Mukoba
Co-founder, Systech Limited
A pensions technologist and practitioner with more than two decades across African retirement systems. He designed FundMaster, an enterprise pension administration system, and wrote the handbook every question in this platform is drawn from.
Profile
Timothy Mukoba is a co-founder of Systech Limited, a Pan-African software company, where he built FundMaster, an enterprise pensions ERP now used by schemes, administrators and public funds in Kenya, Uganda, Zambia, Ghana, Malawi, South Sudan, Sierra Leone, Namibia, Mauritius and Mozambique.
His work sits where regulation, administration and technology meet. Alongside his pension credentials he is a PRINCE2 Practitioner, business analyst, database administrator and enterprise software developer, which is why his writing moves easily between trust deeds, contribution rules and the systems that run them.
He argues for locally built, world-class African solutions, and for judging pension systems by the outcomes members actually receive rather than by compliance alone.
Member Outcomes Compliance Audit (MOCA)
He created MOCA, a framework that asks whether members get accurate, timely, fair and dignified outcomes. It is structured around seven pillars and a five-level maturity index, and is covered in chapter 23 of the book.
- Accuracy and benefits integrity
- Timeliness and predictability
- Clarity and member understanding
- Accessibility and dignity
- Fairness and equity
- Trust, voice and redress
- Governance, learning and continuous improvement
Speaking and recognition
- Speaker at the 7th Annual Africa Pension Funds and Retirement Summit, Mauritius, 2026, where his book was distributed to delegates.
- The Practitioner's Guide to Pension Administration carries endorsements from pension leaders across the continent, including the Retirement Benefits Authority (Kenya), the National Treasury (Kenya), NASSIT (Sierra Leone), RSSB (Rwanda), the Public Service Superannuation Fund (Kenya) and the Government Institutions Pensions Fund (Namibia).
